Reporting a serious condition in a rented building can feel risky when nobody wants to become the visible first filer. Basagga lets tenants create a factual, fixed-category record that stays sealed unless three independently enrolled devices file for the same normalized building and condition.

Before that threshold, Basagga shows no matching count, participant hint, readable peer record, or public listing. The service stores fixed-size encrypted material rather than a readable address, condition, or report.

FILE A STRUCTURED RECORD

- Enter the building address without a landlord, agent, company, or person name.
- Choose one of eight fixed conditions: damp and mould, roof or ceiling leak, no heating, no hot water, electrical hazard, pest infestation, insecure entry door, or room-specific disrepair.
- Capture a full-resolution photograph or select an existing image.
- Review the factual record and seal it when the enrolled device becomes eligible.
- Queue encrypted work on the device when connectivity is unavailable.

KEEP THE PRE-THRESHOLD STATE QUIET

- Building matching and condition measurement are prepared on the device.
- Flat or unit details remain local and do not affect matching.
- The original photograph remains in app-private storage before opening.
- A signed receipt anchors when the service accepted the photograph's SHA-256 digest.
- Sealed screens do not reveal whether another matching filer exists.
- A record can remain sealed indefinitely when three matching devices never file.

OPEN TOGETHER AT THREE

When three compatible device records meet, each participant device reconstructs the threshold and exchanges encrypted key grants. The three fixed records then become readable to those participant devices. There is no public feed, searchable address directory, rating, review, accusation field, or free-text narrative.

After opening, each participant can separately choose whether to share an original photograph with that filing group. Shared items include an in-app Report action and a direct Child Safety standards link. Limited Preview can hide an opened group behind an extra reveal step.

LOCAL PRIVACY CONTROLS

Use an optional Basagga App PIN, biometric unlock, or both. The dedicated App PIN is separate from the Android device PIN. Cloud backup and device transfer are disabled. Before opening, withdrawal removes the active encrypted relay object, local encrypted record, app-owned photograph, queued work, and receipt association.

IMPORTANT LIMITS

Basagga is not an emergency service, repair portal, tenants' union, or legal-advice tool. It does not verify tenancy, ownership, intent, or the truth of a filing. A receipt proves when a digest reached the service; it does not prove capture time, location, authorship, what an image depicts, or legal effect. The app cannot guarantee that a building will reach three records or prevent a determined person with three aged devices from filing the same category. Service-role collusion or modified client software can weaken hidden-count privacy. Use appropriate local emergency, housing, or legal services when needed.

Internet access is required for enrollment, receipt signing, sealing, threshold checks, and optional encrypted photo sharing.
